Former boyfriend arrested in death of DCF worker

TAMPA - Deputies have arrested the former boyfriend of a Department of Children & Families worker who was found slain in her Riverview home.

James Bernard Bull, 43, 3009 E. Sligh Avenue, Tampa, is charged with first-degree murder in the death of of 40-year-old Alisa Jackson, a Hillsborough County sheriff's release said.

She was stabbed in her living room and then ran to her bedroom, where she was stabbed multiple times and died, police said.

Jackson, who was killed April 16, was found dead the next day after relatives didn't hear from her for at least a day and became worried. Jackson's uncle, identified as Ulysses Stephens, met deputies at the Riverview house. He broke a window to get inside and deputies found a bloody scene in the bedroom, a sheriff's office affidavit states.

Jackson's body was face down and naked on her bed. Her neck had a deep laceration, the affidavit said. She clutched a piece of cloth that was held near her wound.

After the attack, Bull stole her 2007 Toyota Highlander and abandoned it at the Hard Rock Casino and got a ride home from a friend, police said. He was arrested and charged with grand theft of an automobile April 23.

Investigators then determined that Jackson's blood was on clothing the defendant wore the day of the homicide, police said.

Bull remains at the Falkenburg Road Jail.

Jackson set up training programs and technical assistance for DCF staff members who helped people obtain public assistance. DCF officials said it did not appear that her homicide was connected to her work.

The 40-year-old started working for the state in 1996 at the North Tampa Service Center. Colleagues said she was a deeply religious woman who attended church regularly.

Deputies collected items they felt could be pertinent, according to the search warrant. That included sheets, clothes, a DVD in the bedroom DVD player, pieces of carpets and drywall, and six black-handled knives from the kitchen.
