United School Employees of Pasco declared an impasse Tuesday in contract negotiations with the Pasco County School District, setting the stage for a third party to intervene. The union notified the state's Public Employees Relations Commission, which means a special master will be assigned to conduct a hearing and make a recommendation to the school board. The union declared the impasse after the school district cancelled a negotiating session scheduled for Wednesday, Lynne Webb, president of the union, said in a statement. As anyone who knows anything about K-12 education realizes, a school with an indecisive or less-than-fully competent principal soon finds itself in a bad way. Principals who don't have good assistants, especially at the high school level, will have a hard time doing their jobs. This is why the Pasco County School District is trying to lure more people into its slightly shallow pool of potential principals and assistant principals. ...more
